When they were first developed , control panels were used to provide an interface between the end user and the basic functions of a server. WebHost Manager (WHM) is the package used by server administrators, resellers, and web hosts. WHM allows the user to create customer accounts, build set host plans, add new web applications, apply branding to interfaces, and other administrative tasks.
Together cPanel and WHM provide complete user interface from the user to the admin.
